All you need is Menyoo

Download this mod and put the xml file in your gta 5 main directory where your gta 5.exe is located then go in menyoostuff then spooner and drag the xml file inside

Open the game and press F8 two times to open the menu then go to object spooner then manage saved files and load lspd parking improvement and you are done
