1st:place HDX2021 Folder into Grand Theft Auto V/mods/update/x64/dlcpacks
2nd: open dlclist in mods/update/update.rpf/common/data/dlclist
3rd: Open Dlclist and add this line dlcpacks:/HDX2021/

ELS Installation Just Drag HDX2021.xml into your Grand Theft Auto V/ELS/pack_default

Enjoy this mod still needs minor improvements just enjoy what it is for now..
