Description

Adds Montpelier, St Johnsbury, and Rutland. Also fixes up Burlington a little.
Small project to improve Vermont in c2c. Future updates will include more areas
Please comment any bugs encountered.
Requires c2c (Feb 2 release) and all map DLCs
